O Ministry of Planning and Budget confirmed in an extra edition of the Official Gazette on Monday (30) the blocking of R$13.3 billion from ministries to respect fiscal rules, with R$3.7 billion in discretionary PAC expenses.
In terms of ministries, the decree indicated a blockage of R$4.5 billion in Health, R$1.8 billion in Cities and R$1.4 billion in Education, with the departments most affected.
“The distribution by agency was guided by the continuity of public policies to serve the population and the federal government’s commitment to the fiscal result target established for the year 2024”, explained Planning in a note.
The bodies will have until October 7th to adopt adjustment measures to indicate the programs and actions to be blocked.

“The blockade, which leads to the cancellation of discretionary expenses to meet mandatory expenses, occurs in order to comply with the limit of 2.105 trillion reais set for primary expenditure this year”, added the note.
The Ministry of Planning further explained that the commitment limits are being divided into two periods — until November and until December. Thus, ministries and bodies will be able to commit 50% of the remaining balance to be committed by November, with the remaining 50% being released for commitment in December.
Last month, the Ministries of Planning and Farm had pointed out that the total containment of ministries' funds to respect fiscal rules would be reduced from R$15 billion to R$13.3 billion, with revenue gains offsetting an increase in mandatory spending.
